The dhcp can allot IP if the request comes to dhcp, if the user changes to
fixed IP then dhcp does not have any role to play.

I have done similar thing but for the squid.
1. All the traffic coming from local LAN is transferred to a daemon (port
80) using IP tables.
2. The daemon  puts up a login screen to user. The user (on win machine)
enters a username/password.
3. If the user name and password are correct, the entry in IP tables is
removed, and user can browse through proxy only.

You may similar thing.
