No need to buy another server.
You can connect two machine with each other using modem over ppp.
Read leased line howto.

Subject: [LIH] connecting two remote computers

>I have two computers with modems at two remote offices. The only way I can
connect to these two boxes is telephone line. Can I use Linux to connect
these two machines through telephone lines? Or should I use Internet?
>
>Solution I could figure out is to set up VPN. If I use Linux, I have to buy
a machine but I think low configuration machine will do. Then I will put
that Linux machine as a server with telephone line. When I dial from one
machine to Linux machine, it will pick up the phone and let the user login
(Like our ISP servers do). Through this Linux machine, another windows
machine can be accessible. VNC server running on that windows machine, so I
can manage it remotely.
