What is the point of passing laws in a country where there are always 
ways of side-stepping them, or worse still, ignoring them?  Grassroots 
level activism is what will help, IMO.  All the effort spent in talking 
to the politicians could be spent well in your local schools and 
colleges and offices educating people on why Linux works (not 'why it is 
the ONE religion' or 'why it is cool' or 'why M$ sucks').  One might 
find it surprising that people listen to common sense.

Then again, these are opinions based on my biases.  If you want to go 
ahead with your Grand Design, I wish you luck.
