Uh, you're kidding, right? ARP, the Address Resolution Protocol, is
only used in interfaces where the interface has an address separate
from it's IP address, e.g. Ethernet. The interface address is called
the Media Access Layer address, or MAC address for short. Modems
don't have any address -- the only address that can be considered to
be associated with a modem is an IP address on the protocol running on
the serial port the modem is connected to.
Further, a medium which does support MAC addresses and ARP does not
have necessarily have MAC addresses compatible with another medium.
