Hello Anand, Please try some graphical tool, like rp3-config, as you must be using sm56 with RH 7.1, wvdial maintainer has to be notified to look for /dev/modem too while checking for modems installed.
If you are having just a CLI system installation please cut paste below : this one is from a RH 7.1 with sm56, i got this a little hard way and will love to save you some time.
