Some files wou can delete, but some you should not. 

Do NOT touch (without reason):

/var dir has stuff for X11R6 (like the driver itself or
app-defaults for X progs and WMs, in some, maybe fonts)
Most distros keep their config stuff  under /var.  Some 
distros may keep man pages under /var/man. If  you  use
qmail, the default installation is mostly in /var.  The
spool files of locatedb, cron, at, lpd also lie here. I
suppose all these should be left alone.

Can delete/ truncate (if needed):

What you can delete/ truncate are stuff hanging  around
in your mail/printer spool or /var/log.

The explanation above is for this part of  your  Q. The
system per se will run, but many of your apps would  be
crippled without the /var components.

They are to be deleted judiciously ...
