Not 13 gig,  but 10 gig yes,  when I copied my  whole hard disk
with full distro on it, on upgrade to  a 40 gig. All, I did was
'cp -a'  which in effect  is 'cp  -dpR' and would  be recursive
across  directories,   with  no  following  of   sym-links  and
preservation of all permissions.
