Do you need a separate software for this ? In a networked system, you
can exchange mails, and the application could be send as an attachment
to the mail. The recipient may add his comments and forward the same to
a third person. The application could be a standardised format either as
a spreadsheet or whatever. 
This is just a thought from me, maybe your requirements are different ?
