Sure, there shouldn't be any spam at all, but IMNSHO blocking a /16
(65536 IPs) for one spammer is serious overkill, if not downright

spamhaus.org is a lot more surgical than you think it is

And no - that /16 block you referred to is not just because of one spammer. And continued hosting of a spammer will produce escalations in any blocklist you care to name.
