I personally would never use Spamhaus because of their policy of listing entire network blocks on finding one spamming IP in a block. Sure, there shouldn't be any spam at all, but IMNSHO blocking a /16 (65536 IPs) for one spammer is serious overkill, if not downright stupid.
You are confusing spamhaus.org with spews.
spamhaus.org is a lot more surgical than you think it is
And no - that /16 block you referred to is not just because of one spammer. And continued hosting of a spammer will produce escalations in any blocklist you care to name.
