Portage is pretty stable, though some major changes are in the pipeline. If you are looking for a stable, unchanging distribution, Debian or one of the enterprise distributions are your friends.
Gentoo is for people with Internet hookups, and the readiness to deal with source issues. It works for those people who prefer to build things their way, rather than deal with other distributions binaries.
