Quite probably they aren't using IPSec VPNs, but Microsoft's PPTP -
which is less secure by several orders of magnitude when compared to
IPSec VPNs. Bruce Schneier has a FAQ on this at

How can I achieve the same on Linux.

There is PPTP support in Linux; I believe you need to patch the kernel
and pppd (due to patent problems in MPPE). I remember after rebuilding
them, it was rather painless to configure and enable (just supply the
remote IP, login ID and password, as you say).
