I do not know about binc. I have had qmail+vpopmail setup and here is
how I did what you are looking for:
1. Install the new machine (N) with all the software that you have on
the old machine (O).
2. rsync /home/vpopmail from O to N.
3. Change the DNS for your domains for the MX to point to N.
4. Keep both O and N running while DNS propogates.
5. rsync /home/vpopmail from O to N.
6. Disconnect O a couple of days after things have run smoothly on N.
