actually, i had got solution to my problem few afters
i had wrote this mail. I m extremly sorry for that.

Further googling told me that I was trying to simply
start nagios from NOT /etc/init.d/.... which means i
had to start nagios using the following
/etc/init.d/nagios start .... and it worked.
