I faced the same problem yesterday. Check out any of the following links

First check whether your version of squid has been compiled with support 
  for the arp ACL type or not by issuing squid -v command. Most likely 
it hasn't been compiled with --enable-acl-arp. Download the latest 
source for squid and while configuring add --enable-acl-arp and then 
compile it. Alternatively, if you are using a package manager like rpm 
look for the latest source rpm and enable this option and rebuild it.
