If Squid, the proxy server, is the only gateway then where does NAT fit
in?

I have not done anything like this so don't know if it is workable or
not.  Perhaps, the OP can block on IPs of the authentication servers of
the various IM services.

A Google search for "im+ports" does list a few solutions.

Although a good policy, it is easier said than done when you try to
change an enterprise culture.  It would be better if such policies come
from the top such as CEO/CTO.
