No, but if it's in the US then trying to get it out of the US is, or
at least was.

128-bit SSL, which was export-restricted upto about mid-Jan or so.  I
believe there are no restrictions on export of open source software to 
any countries except the 7 designated ``terrorist states''.

Netscape uses something like 40-bit encryption currently.  Expect to
see 128-bit soon.
