        Just a point to remember, the ftpusers file lists the logins that
are *NOT* allowd to ftp to the server.
        In short to summarize to get ftp working,

1. you have inetd running, 
2. The /etc/inetd.conf has the ftp line uncommented.
3. wu-ftpd or whatever you are using is installed and is in sync with the
name specified in inetd.conf.
4. Make sure your tcpwrappers allow ftp access to the client ip addresses
- look into the /etc/hosts.allow and /etc/hosts.deny files.
