IrCOMM as of 2.2.12irda3 uses /dev/ircomm[0-15] and /dev/irlpt[0-15] instead
of the old /dev/irnine. These new devices are the preferred to use and
they're created eg. with:
a=0 ; while [ a -lt 16 ] ; do mknod /dev/ircomm${a} c 161 $a ;
mknod /dev/irlpt${a} c 161 $[$a+16] ; a=$[$a+1] ; done
(Also remember that the name of the ircomm_tty module changed in 2.2.12irda3,
the new name is ircomm-tty.)
After that, try
cat test_foo > /dev/irlpt0
