IrOBEX is implemented as a library in user-space running on top of the
sockets interface (AF_IRDA). It has never been in the kernel, but before we
had the IrDA sockets interface, we had to use a char device which has now
been removed.

There will be some IrOBEX applications available ASAP. The scheduled
release of PyOBEX will be tomorrow friday. Watch out for an annoncement!
