On my Motorola L7089 on Orange UK, I have to use AT+CBST=14,0,1 (analogue)
or AT+CBST=75,0,1 (digital) to get it to talk at 14k4, otherwise it'll
just give me a 9600 bps link. It's possible you need to do similar to
request a 14k4 line.
