I only have superficial knowledge of Ultra and OBEX.
My understanding is:

[a] Ultra protocol alone does not support reliable
data service, but higher level software can be
layered on top of Ultra to achieve reliable data
transport.

[b] If part of an OBEX header is lost due to
transmission error, blocked optical path, etc., it
will be extremely difficult for the parser to
recover from such error and continue to parse the
subsequent headers.

[c] OBEX specifically does not need segmentation
and re-assembly (SAR) support from lower layers.

[d] Under Ultra and when PID = 0x01, SAR is provided.

It seems to me that to have OBEX over Ultra, we
need to think about reliable data transport and
forget about SAR.
