Thank you for your help Chris.
After some more playing around I found that by disabling the external
(real) com port and switching the IR port from COM2 to COM1 I was able
to get irattach to do its thing - go figure. This works on both
2.2.12 and 2.2.16.
Incidently, my belief is that the UARTs on these Dells are a little
dodgy as I had quite a bit of trouble getting gphoto going (the
digital camera app). It only ever worked at a tenth of the set speed
with many, many retries - most annoying.
