No, irattach gives an ioctl to the device driver which tells
it to use the dongle driver in addition to the "normal" driver.

Do something like:

irattach /dev/ttyS1 -s -d girbil

BTW: I have the Girbil dongle, and I will try it later today when I'm 
home from work.
