so this basically codifies what we're already doing in practice anyway: the early loader is enabled and the microcode functionality is built-in. So we can make this official and remove all that additional Kconfig complexity of keeping the early and the late loader separate and we can remove the module code glue because it is almost never used as a module. We still have the unfortunately-named "dis_ucode_ldr" chicken bit to disable it all, if needed. More details in the individual commit messages.
