No. This is a python-specific thing:

Just to keep the "header" part of the script closer to kerneldoc.py. 

You may keep the previous syntax if you want, as both ways are
equally recognized, as python actually checks for anything that
matches this regex at the first or second line:

        ^[ \t\f]*#.*?coding[:=][ \t]*([-_.a-zA-Z0-9]+)
