No it's not public. You only see it if you are logged in.

dosemu-bugs is a continuation from the list at dosemu.org. It's not
advertized anymore because we use sourceforge bug tracker instead now.
After the day the address was removed from the *front page* of
www.dosemu.org the spam went down significantly )

The one and only reason that it still exists is that we (still?) have the
submit-bug-report script in dosemu that sends to this address.

So if you've never seen it, then you haven't looked at this part of
DOSEMU :-)
