You can allow the client to specify its IP address by not specifying
one in the options file, or by using the ipcp-accept-remote option.

If you are using PAP or CHAP authentication, you can restrict which IP
address(es) the client is allowed to use in the pap-secrets or
chap-secrets file. See the pppd manpage for more details.
