There is substantially more information in the Sendmail Installation
and Operation Guide (the op.ps file, which should have been supplied
with sendmail).

You don't mention which version of sendmail you are running. 8.9.* has
some anti-relaying rules by default. 8.8.* doesn't, but RedHat supply
a modified sendmail.cf which does have some anti-relaying rules. 

Needless to say, RedHat's modifications won't be described in any of
the standard sendmail documentation. They basically involve the
/etc/mail/{ip,name,relay}-allow files. I don't have RedHat, so I can't
say where they install the documentation for these modifications.
