That is correct.

name_allow performs the same function as ip_allow, except that the
hostname (obtained via a reverse DNS lookup) is used instead of the IP
address.
Domains for which you act as a relay or backup MX should be listed in
the relay_allow file.
Note that these three files are specific to RedHat's sendmail package.
sendmail 8.9.* uses the relay-domains file instead.
