You can generate arp requests from a machine by flushing its arp cache and then attempting some sort of communication (e.g. ping). This will cause a ``who-is'' request to be broadcast onto the wire. Whether machines across the network snoop the reply and update their caches is another question; I don't know the answer of the top of my head.
