Kernel & TTL: When decremented? When not?

Hi!

I was wondering if the linux kernel ALWAYS decrements the ttl field of the
ip packet when forwarding or rerouting to some other device, even ip-ip
with encapsulation/tunnel (not the encapsulated packet)?
