The main sources of information are the Sendmail Installation and
Operation Guide (the op.ps file), and the `bat book' [1].

The standard sendmail distribution doesn't have an localips.txt file.
This must be something which was added by the distribution maintainer.
If they haven't provided any documentation on this file, then there
isn't any.
