traffic shaper on linux

Hi folks,
I'm looking for a traffic shaper on linux box accting as router and
firewall to limit bandwith between 2 subnetworks.
Ex. linux box with 3 ethernets: one to ISP and 2 to different institution,
so I want to limit inet traffic do subnet 1.
Anybody know such staff ?
