xdm is the program that will do what you are looking for, also there is a
kde program that does the same thing, I can't recall the name of it at the
moment though.

To have it give a graphics login prompt you need to change the runlevel of
your system.  Differant distrubation do it differant, but it tends to be a
higher 'runlevel' for the graphics one.  Make sure X works first.

What distrubation are you running? I don't know all the distrubation
runlevels , but I'm sure others can help out with that.  

Check /usr/docs xman/man pages all look for xdm, that should be able to
give a more detailed aproach then I would be able to.

As far as a custom message, I would have to look for some docs to tell ya
if/how it can be done.  If nothing else, I bet the source is out there
somewhere.  Doubt it would be to hard to a acouple words to a c progie?

Also some people might think it's not 'potical correct' to post to a
linux-NET mailing list about an X question, or worst yet a follow up.  I
know there is a linux-newbie mailing list, that covers general any
question as long as it is related to linux, I bet money that there is a
linux-xfree86 somewhere on the net.
