By far the simplest way is to create an account. If they don't have a
valid shell (i.e. it isn't listed in /etc/shells), they won't be able
to log in or use (non-anonymous) FTP.

It is possible to deliver mail to users who don't have an account, but
it requires some fiddling with sendmail and/or procmail configuration.

However, retrieval is generally the problem. AFAIK, POP3 daemons
generally use /etc/passwd to validate users, so if you want to let
people collect their mail by POP3 (they have to get it somehow,
right?), you either have to give them an account, modify pop3d to use
some other means of authentication, or find a pop3d which supports
this. I suspect that IMAP may be similar.
