Hello Chris,

I think I understand where you're trying to say. You want to create a mail
server to handle many users, but you don't want to use /etc/passwd to do
this. Sendmail is awesome, but I don't know it it lets you do such a thing
(sendmail lovers: please apologize me if I am wrong..).

I know Qmail can do that. Qmail lets you keep track of users from another
file, independent from /etc/passwd. It even lets you use a database
(Postgres or Mysql) for that.

It also comes with it's own POP3 daemon, and you can authenticate the
user's username and password any way that you wish (you might have to write
a small program or a script to do that).

Take a look at Qmail at www.qmail.org. Good luck!!!
