You can probably "force" it to use the requested IRQ by going into your CMOS 
setup (PCI section) and enter it there. Other than that there isn't any 
possibility to set the IRQ (to the best of my knowledge.)

(One last idea: it could be possible that you can pass the kernel module 
that drives your card a parameter that forces a specified IRQ, but I doubt 
that since PCI cards are usually initialized by the PCI bios.)
