I've had good luck with:
http://www.isc.org/dhcp-v2.html

used patchlevel 6 and 14 and I believe they are up to 18.
Its a beta, but I think they are close to releasing the final 2.0 version.

I've only used the server side stuff so I can't speak for their dhcp client
implementation...
