hosts.deny

Hi,

If I have All: All in my hosts.deny and nothing in my hosts.allow, does
that mean that nothing  can connect to the machine, including web, ftp,
but also even a "telnet localhost"?

What do I have to put in hosts.allow to just allow ftp and www?
