Did you edit /etc/inittab and add a line to run a version of getty
for your modem line?  Also, did you send kill -SIGHUP to init to
let it know you changed the file?  You should have something like:

# Dialup lines.
D1:2345:respawn:/sbin/mgetty ttyS1

The D1: is just a lable for init, and the numbers after it are the run
levels that the program should run under.  You will also have to check
the mgetty setup files.  For RedHat, they are in /etc/mgetty+sendfax.
