Anyone here actually get Linux 2.2 policy routing to work?

I'm able to set rules and alternate routing tables but it seems like it
just has no effect.

Using 2.2.9, and iproute2-2.2.4-now-ss990417.tar.gz


What I need to do:
I have 2 internet pipes, with a server on each one.
Server1 servers FTP. I want Server2 to IP MASQ and port forward through the
local net to Server1, so I can split the traffic between the two pipes.

The problem is getting Server1 to return the forwarded traffic back 
to Server2 (via eth1), instead of through it's main pipe (via eth0).

This is where the policy routing comes in, but it simply is not working.
I create a routing table with a default route back to Server2.
I've tried various different rules, (interface, source ip, etc) and none
of them seem to have any effect. Server1 still just replys via it's normal
default route. 

If I just set Server1's maining routing table default route to Server2, 
the port forwarding works fine. (That part is working fine)
