in /etc/hosts.deny you should DENY ALL and in /etc/hosts.allow you should
allow ONLY the services and the hosts you wanna let in your system.
If you're trying to telnet as root, you will want to increase the ttys in
/etc/securetty. you shouldn't, however, do that.

Subject: Telnet problems
Hi,
When I try to telnet to localhost or from another computer to
my box, I get the message "Connection refused". Everything is
set allright in /etc/services and in /etc/inetd.conf. What should
be set in /etc/hosts.allow and /ect/hosts.deny to allow telnetting
on my box?
