Make sure your inetd.conf contains the line:

telnet  stream  tcp     nowait  root    /usr/sbin/tcpd  in.telnetd

Then try executing 'killall -HUP inetd' from the command line.
If telnet still doesn't work, I guess I'd check /var/log/messages
(and any other relevant logs) for information about the failure.
