I have a problem under Linux 5.2(Red Hat) with dhcpd.leases.
The Linux says at boot time the following things
Can't open /etc/dhcpd.leases, no such file or directory.
 
This is because you have installed a DHCP server. If you really want your machine to act as a DHCP server you should read the manual about how to configure it. As far as I remember it will tell you that you need to create the file manually. Note that if your machine is connected to a LAN you might make serius harm to other users if you unintentionally configure it as a DHCP server.
