But you misunderstand why hes getting slow DSL rates. Its not because of
a congested upstream its because of his distance from the CO.

Also its not clear if hes running homebrew PTP dsl or not. If he is then
theres no aggregation or frame or ATM anywhere.

In either case bonding dsl will work for him and it will make a big
difference.

Be careful before jumping to conclusions.
