SO_BINDTODEVICE is _not_ well defined, when it is used with not directly
reachable destinations. It is the first.

pmtu is munimal mtu taken over all the discovered paths to the destination,
it is the second answer.
It is not the only case, when pmtu is estimated in this manner.
F.e. it occurs when paths are load balanced somewhere, when some
router translates some connections or mangles tos, when policy
routing depending on protocol/ports is used, when source
route option is used etc.
