Thanks to everyone who replied pointing out the 'max' parameter.
Unfortunately this is not the problem - the max parameter affects the
behaviour of inetd, not of the tftpd. The problem is that something within
tftpd is not clearing down a socket or handling an error correctly (I'm
not an network programmer)
