You are looking for a bootp relay agent, sometimes called dhcp relay agent.
I have a sure feeling it must be implemented in dhcp/dhcpc, but to find out
how to configure it, RTM.

Subject: forwarding DHCP requests
I'm going to be getting an ADSL modem! Is there anyway for me to setup my
server to forward a DHCP request from my systems on the internal network
through to the DHCP server on the internet, and then back again? Maybe for
instance faking my MAC address on my server to look like one of the other
machines!
