This is created everytime you boot your system in the script

/etc/rc.d/rc.local            (Redhat & most others)

Basically, this script will create /etc/issue and /etc/issue.net

If you want to change it, you can either
Comment out all the lines in rc.local which are relavent to this
and create the files issue and issue.net yourself   or//
change the script.
