See the following in /etc/rc.d/rc.local

 # This will overwrite /etc/issue at every boot.  So, make any changes you

                /usr/bin/linux_logo -c -n -f > /etc/issue
                echo "" >> /etc/issue
       else
       echo "Kernel $(uname -r) on $a $(uname -m)" >> /etc/issue
       fi
       echo "$R" >> /etc/issue
       echo "$R" > /etc/issue.net
    echo "Kernel $(uname -r) on $a $(uname -m)" >> /etc/issue.net

the files are in /etc, issue and issue.net
